While it is useful to learn about meta-data, is meta-data useful for database creation?

What are current examples of databases that use the hierarchical and network models?

In regards to whether metadata is needed in the production of a database, I would say yes. I actually work for a research database, and we use metadata to describe the records we enter into the base. Users need this metadata (abstracts and index terms) in order to be able to successfully search for any record in the database. The record itself doesn't always contain the search terms that users provide, so the metadata is useful for expanding the search criteria and increasing the likelihood of finding a match.
